Tuesday gave former Secretary of transportation, Vladimir Shulmeister, in this interview that the Research Council the images never would have asked. A day later stated that the images were Ambassador Olexandr Horin had requested.

The Dutch Safety Board writes in the final report on the disaster to have gotten the radar data not Ukraine, because the Ukrainian Government had let it be known that the radar station on the day of the disaster was turned off for maintenance. The OVV can't tell which Ukrainian functionary that said, because that falls under the secrecy.
