The VVD acknowledges that the budget of the Cabinet for Security and Justice "is not the most wonderful in history." At the general debate in parliament faction Zijlstra responded to criticism from opposition parties. Who feel that the judicial budget so shaky that they might vote against it in the Senate, so there probably is no majority.
Zijlstra said he was not going to make all changes now in the budget. He is open to changes, but the government has resolved the issues for the coming year, according to him. For the following years is perhaps more necessary, he said.

But Zijlstra called it "the crazy '' to now throw all the towel in the ring since the budget in the Senate might not get going." Then we would go on the chair of the Senate ".
In the debate Zijlstra called improving employment and the problems of refugees, the top priorities of his party. He acknowledged that VVD and PvdA disagree on many points, but he finds the beauty of this coalition "that every problem a solution is provided."
