Younger with criminal fog job for fear of behavior statement

Schools and businesses are increasingly demanding a certificate of good conduct. Young people with criminal records trying to get their lives back on track, are therefore limited.

A Certificate of Good Conduct, VOG, indicates that conduct no objection yields in the past for a job or internship. Many young people do not ask the VOG, because they assume that they do not get the statement. Therefore, they are not eligible for certain jobs and training.

Difficult students

Employees of the probation service and youth sometimes have the impression that schools use a VOG to keep difficult pupils, writes Trouw. The schools were among young people the impression that they do not get the statement, so that they do not agree to the request.

But that is often wrongly. The statement is almost always granted, even if there is a criminal record. Just because the screening tests whether the offenses really are a risk for the new job or training, and whether the interests of the applicant does not weigh heavier than the risks.

Last year asked 16 000 young people with a criminal record to the statement. In only 2.4 percent of the VOG was refused. Offences for more than two years ago occurred in young people up to 23 years do not count anyway.

Influence greater than necessary

Sense Guide Bureau was investigating risk youth and VOG requests. According Friso Gosliga of the agency is the influence of the VOG on the lives of young people with a criminal record much larger than necessary. "Young people base their study or profession whether they are required for a VOG. If so, they avoid those studies or professions."

The VOG was intended to limit the consequences of a criminal record, so that not every crime in the past a new job would stand in the way. Gosliga "But instead of working to leverage that statement now often seen as a barrier."
