The Dutch Patients Consumers Federation believes that the money left with municipalities on the implementation of the SSA should be paid to those who are dependent on aid.

"Money on hold is not the intention. People think they can not get custom because the money is not there. If the money is right, that offers space to spend it well to better customization."

'Bad communication'

The elderly union ANBO thinks the surplus is partly caused by poor communication. If people do not know what to apply, it is not surprising that there rises too little money, says the union.

"It's idiotic to those in need to the courts to steps for example, domestic help, while municipalities are hoarding the money. ''

State Secretary Van Rijn would not commit too many conclusions from the figures. "But if there is now discussion can be about whether there is something about it, we are perhaps not surprising divided."
