This enables the Dutch military intelligence DISS in a report for the year 2015. The main targets of the attackers are the Ministries of Foreign Affairs and Defence. The international business community, particularly the suppliers of Defense, are a favorite target of foreign espionage.

"Whereas previously foreign intelligence agents showed particularly operating in third countries, with all the risks that entails, such as fake passports and identities and possible diplomatic incident may be present often enough to attack from behind a faceless computer," writes DISS.

Spear phishing and watering holes
The attackers focus not only on the penetration of and systems, collecting sensitive information, but also on the influence of the functionality of the systems. "Manipulation, denial of or damage to such systems to both civilian and military to play an important role in future conflicts," the DISS.

The most common Internet attacks, spear phishing and watering holes. The first is a matter of sending targeted emails with malware, the second variant lures people to a website and then infect them with malware. DISS has also identified attacks by rogue USB drives and Wi-Fi networks.

Access to cable
The annual report DISS also calls for the introduction of the new Law on Intelligence and Security (Wiv), which is pending in the House. With this law, the Dutch secret services may analyze Internet connections via cable interception and data in bulk. At this time tapping the secret services all data out of the air, such as satellite communications. But the internet cable in recent years become increasingly important for communication.

Access to the cable may help prevent damage according DISS: "In this way we can ensure that the Netherlands is a safe place to do business."
